Some rural infrastructure construction projects such as Tongxiang Tongcun Highway, rural primary and secondary school buildings, and rural power grid reconstruction that should have been fully funded by the government have allocated funds to village-level organizations and farmers in some places. According to a recent special survey conducted by the Ministry of Agriculture’s Peasant Burden Supervision and Administration Office on 95 villages in five provinces, the administrative village rural road construction project in the past two years has apportioned 24.34 million yuan and 1.82 million yuan respectively to village organizations and farmers, accounting for the total number of projects. At 41% and 3% of investment, 38,000 were raised for farmers.

The survey also showed that some rural construction projects such as rural drinking water safety and farmland water conservancy facilities that are partially subsidized by the government have a higher proportion of village-level organizations and farmers' contributions to labor; some of the financial compensation projects also have funds for over-range and super-standard raising of funds. With regard to the issue of labor service, many localities have voluntarily paid to farmers in the name of employees.

According to Chen Xiaohua, in carrying out the governance work of apportioning various expenses to village-level organizations, it is necessary to intensify efforts to effectively solve the outstanding problems such as construction and service costs that should be borne by the government, and the transfer of departmental funds to village-level organizations. . At the same time, it is necessary to strengthen the daily supervision of fees charged to village-level organizations. On the one hand, strict control should be exercised in the management of rural “triple funds” to effectively prevent and correct the issue of fee distribution to village-level organizations in the name of services, sponsorships, etc.; Explore the establishment of a fee-based auditing system for village-level organizations and a notification system for village-level organizations to collect fees from farmers, and establish a sound and long-term mechanism to supervise the charging of village-level organizations.
